Disability Rights California and Covington & Burling filed an emergency motion in federal court to force the Department of State Hospitals to discharge medically vulnerable patients from Patton State Hospital, one of the largest psychiatric hospitals in the country that is in the midst of a massive and deadly COVID-19 outbreak.
