Brown v. District of Columbia, D.C. Circuit, # 17-7152
On June 11, 2018, NDRN and eight other national and local disability and civil rights groups filed an amicus brief supporting plaintiffs on the claim that the City must provide comprehensive transition services to facilitate moving people from institutions into community-based independent living arrangements.
On July 5, 2019, the D.C. Circuit reversed the district court decision holding after trial that plaintiffs had failed to identify any failing by the District of Columbia’s Olmstead plan regarding moving nursing home residents who indicated a desire to live in the community out of the nursing homes and into the community. NDRN’s amicus focused on the need for a comprehensive program of transition assistance to connect individuals with disabilities to their communities and community-based services.
