Washington (December 1, 2009) - 10 years after the U.S Supreme Court declared that it is a violation of the civil rights of Americans with disabilities to require a person to be institutionalized in order to receive necessary disability supports and services, if these services are more appropriately provided in the community, there has been almost no progress reducing the numbers of Americans with disabilities, nationwide, who live in institutions. This report calls for more urgent federal action to enforce the Olmstead mandate.

The National Disability Rights Network (NDRN) is the nonprofit membership organization for the federally mandated Protection and Advocacy (P&A) Systems and Client Assistance Programs (CAP) for individuals with disabilities. Collectively, the P&A/CAP network is the largest provider of legally based advocacy services to people with disabilities in the United States. Through training and technical assistance, legal support, and legislative advocacy, the National Disability Rights Network works to create a society in which individuals with disabilities are afforded equality of opportunity and are able to fully participate by exercising choice and self-determination.

National Disability Rights Network members serve individuals with a wide range of disabilities – including, but not limited to, those with cognitive, mental, sensory, and physical disabilities – by guarding against abuse; advocating for basic rights; and ensuring accountability in health care, education, employment, housing, transportation, and within the juvenile and criminal justice systems.
